Create a Group

Creates a metadata-only Group. externalId is optional. If omitted, the service generates a GUID-backed Learn Code and returns it as externalId; displayName is not used as a fallback. The Gateway passes a supplied externalId unchanged; it does not append a suffix or retry with a changed value. Duplicate external IDs return 409 with scimType uniqueness. Group membership is not supported.

PATCH updates to externalId are subject to the service's Group Code rules; the All Users Group Code cannot be changed.
